This dark brown glazed ceramic item is an unusual insulator that was probably used at the junmction of two separate lines. Each line would need to be insulated from its neighboring line.
Glass and ceramic inlators were first used to insulate the telegraph lines from the wooden support poles so that the electrical signal would not be shorted to ground through the pole.
